This REST end point is public and working fine:
My organizational account on ArcGIS Online has a Feature Service layer added as Public facing:

The group that the layer is shared with is Public and I have the option checked to make contents available to Open Data:

That Open Data Group we have on AGOL is added to the "Groups Manager"
The Open Data "Data Manager" is reporting back that the Service "could not be harvested":
Does anyone have any ideas as to why Open Data says it's getting a "404" on it's GET request when it's obvious that it's working just fine?

Solution:
It was a firewall issue on our end. Apparently, the Open Data servers are coming from URLs on Amazon Web Services, not esri.com or arcgis.com, so our firewall treated the behavior as a potential threat.
Once I had our network staff clear that traffic, everything is looking good.
