Hey everybody,
Batch editing for access and use constraints is now available with the free version of GeoJobe's Admin Tools. What you enter in the access and use constraints field on the ArcGIS Online items is what appears as the license on your open data site. Licenses are really important to have on your datasets - data isn't truly open unless it's licensed as reusable. We recommend picking a Creative Commons license to inform your users of any limitations.
