Can an ArcGIS Open Data site be configured to have more than the standard download formats (spreadsheet, KML, shapefile, APIs)?

No, you cannot configure the Open Data downloads to support different formats. Is there a specific format that you are looking to support?

No, there's not really a specific format I was looking for the site to support.  I was just curious if the capability was there.

I'd also be interested in additional output formats as well.  Such as DGN, DWG, DXF, and File GDB.  It seems as though the "Clip, Zip, Ship" tool that ESRI offers would be a FANTASTIC place to start with the data types for the Open Data formats..
