ArcGIS Hub is pitched as a solution for engaging with a community on an initiative. The content library functionality is limited to what is pre-defined or perhaps designed/selected by the governing body or administrator holding a license (ex. Local government).

The idea being brought forward here is to create a template, widget, or process to allow an organization user to launch an initiative with the ability to develop/design a comprehensive resource library (search page and full catalog) that truly is customizable to curate resources of various formats making it discoverable to the end-users (i.e. public, community, etc.). Specifically, the ability to upload/"catalog" items effortlessly and to create/customize search filters without the need for administrator approval or impacting the ArcGIS Online Content Library.

@Emily_Nilson, I would but was unable to locate the place to message you through this platform. Under the profile, there is a Connect button and a "Contact" not hyperlinked. Am I missing something? I can also ping you on LinkedIn.
