I support this idea because it allows you to place a more personalized message, giving navigation options and/or showing a funny text to deduce the problem. I don't think it's hard for developers to target a custom page in case of a 404.
I support this idea as well. We've had a few users who have several accounts and they don't realize they are signed into the wrong account and get confused by "Page not Found" wording.
