Improve ArcGIS Hub Custom Terms of Use Handling When Recognising Common License Titles

In ArcGIS Hub, when setting custom Terms of Use for an item, the system currently auto-detects certain license titles—such as “Creative Commons Attribution” and overrides the selection, reverting the Terms of Use from “Custom” to “CCBY.” This behaviour can unintentionally prevent users from saving custom licensing language that includes references to known licenses.

ArcGIS Hub should recognise when a user explicitly selects “Custom” Terms of Use and allow the custom text to be saved as-is, even if it contains known license titles like “Creative Commons Attribution.” The system should only auto-assign a license type (e.g., CCBY) if the user has not selected “Custom” and the text matches a known license exactly.

This limitation affects transparency and flexibility in how organisations communicate licensing terms. Many users need to reference Creative Commons licenses within broader custom terms, and the current behaviour overrides their intent. Supporting this feature would improve usability and align with open data best practices.
