Hello Basuki,

Have you confirmed you meet all system requirements for ArcGIS for Windows Mobile 3.0 application?
For Windows 7 64-bit Ultimate, SP1 is the maximum OS version for ArcGIS for Windows Mobile 3.0. Here is the link to Windows 7 SP1 download for both 32-bit and 64-bit OS.
Have you installed .NET Framework 3.5 SP1?
After installing the .NET Framework 3.5 SP1 package (either the bootstrapper or the full package) you should immediately install the update KB959209 to address a set of known application compatibility issues. In addition, on Windows Vista x64 and Windows Server 2008 x64, install the update KB967190 to address a file association issue for XPS documents.

After installing Windows 7 SP1 and .NET Framework 3.5 SP1, I recommend performing a repair installation of ArcGIS for Windows Mobile 3.0 through Control Panel > Programs. If you still have same behavior after running through all these suggestions, please contact Esri Support so you can work with support to further troubleshoot this issue.

Thank you,
Denise

Hi.. Denise,

Thank you for your suggestion.

I have update my Windows 7 64 bit with SP1 and I also update .Net Framework 3.5 SP1, but I can't  install the update KB959209 there is error that mention "This update is not applicable to your computer" after I checked the update KB959209 there is only for Vista, Win Server 2003 and Win Server 2008, there is no update for Win 7 64 bit, maybe because this reason.

I have performed a repair installation of ArcGIS for Windows Mobile 3.0 but I still got this error.

Any other idea ?

Thank you.

Best Regards
