Locate data by county

I see that there are two location styles: points (addresses) and polygons (zipcodes, states, counties). I am interested in the polygons. Since we will be using state and local data, we will likely want to use counties to identify our data to a map (as the location type).

I imagine that the basemaps have the county names already present, but I also have the census shape file of Virginia's (my state) counties and cities in the event that it's needed.

The question: how do I create a new location type (specifically counties) in Esri for Office so that I can map county level data?

ESRI Maps for Office does not have a default county location type.  If you wanted to locate your Excel by county polygons, you would first need to create a county boundary service from your shapefile of counties.  Once you have that hosted on ArcGIS Online, then you can use that to create a custom location type based on the county name.

Here's the link to the latest help version for 2.1 - http://doc.arcgis.com/en/maps-for-office/help/location-types.htm on location types. You will need to publish a feature access service either to the ArcGIS Online Organization or have a local service registered in the organization.  Either way, most likely will need to publish this service from ArcMap.
