Points when shot in seem to be a few feet off?

I've got inspectors in the field that are trying to collect points around the city, after they collect a point, they are finding them to off by a few feet of the aerial.  I'm still learning this system so any help would be appreciated.

If you’re using a quality GPS unit and you’re getting good accuracy and you have the proper projection applied to your data, the vast majority of times you should trust the placement of your GPSed points over the location they appear to be on your basemap. One major exception being points that are GPSed under thick foliage or next to buildings which can make certain points “bounce back/shift” away from the object in the field.

Basemaps, depending upon their source, can have different coordinate systems (more general such as Web Mercator while GPSed data can be in a more accurate projected system such as a state plane). If you have access to a state sourced basemap try comparing it to ESRI’s visually speaking. In some areas you will find them very compatible, but some areas can vary by several feet due to the angle of the basemap’s imagery. Some factors include the topology of the land and whether the basemap imagery was collected via an areal source (plane, drone, etc.) or satellites. If you move your data to align with a basemap you may find your data not lining up in the future if the basemap is updated.
