Offline area packaging fails when existing collected data is included

Hello everyone,

I am currently working with ArcGIS Enterprise 11.1 and we are constantly facing an issue when creating offline areas in ArcGIS Field Maps. We have not been able to identify the root cause yet.

The warning message is the following:

esriJobMessageTypeWarning: {"code": 6, "messageCode": "OffPkg_6", "message": "Failed to get item 023cd912d72a4685901b04f374f974bf error ERROR: code:400, Item does not exist or is inaccessible., Bad syntax in request.", "params": {"itemId": "023cd912d72a4685901b04f374f974bf", "error": "ERROR: code:400, Item does not exist or is inaccessible., Bad syntax in request."}}

What we have identified so far is that offline area packaging works correctly if we avoid zones where data has already been collected. However, if the offline area includes existing collected data, the packaging process fails.

Additional context:

- Offline packages are smaller than 1 GB

- The offline areas are not particularly large

- We are using a specific basemap configured for offline use

- We are using vector tile layers that work correctly in other areas

- The main layer is referenced and contains approximately 60,000 records

- The behavior is random: sometimes it works and sometimes it does not, so we have had to adapt our workflow around this issue

Has anyone experienced a similar issue or identified a possible cause related to? any guidance would be greatly appreciated!

Update:

We discovered that the issue was caused by exceeding the 1 GB offline package size limit in ArcGIS Enterprise 11.1. 😪
