Sequential numbering based on relationship class

The features that are collected in the field are related to a record in a table. I would like for the features to be sequentially numbered beginning with the first related feature.

Example: Inspection record created, collected feature ID field starts at 1, 2, 3...etc. New inspection record created, those features ID field again starts at 1, 2, 3... 

Is there a way to do this?

To clarify, you have a feature in a map, which you are inspecting in the field and storing those inspections in a related table? And you would like some field in the related table to simply hold the sequential number of inspection that is compared to others related to that parent feature?

Hi Zach thanks for responding. We are collecting point features that are related to an inspection record. the points have an ID field that I would like to start at 1 and go up sequentially as they are collected when they are the first point collected for the new inspection record. I hope that clarifies, its been kind of hard to describe.

Sorry I think I'm still a little confused about your data structure. So the point feature is the primary/parent feature, or the point is related to whatever the parents feature is (so a point represents an inspection record)? If you're able, some screenshots might be helpful!
