I have the web map configured to disable editing on a handful of layers. Some of these layers (but not all) show up when adding points in Field Maps. This just started happening, and I have not personally changed any settings. Why would they show up in the collect list with their editing disabled? And why don't all show up?

Collect list vs Full list of editing disabled:

The issue was me being signed in as admin, it was just showing more options than were available to others. Edits were not actually able to be submitted for the layers it was disabled on.

Sometimes in map viewer or experience builder you do get 'admin' level permissions to edit more but testing I can't create any features in collector that have editing disabled in the map in Field Maps, as the owner and administrator.

The screenshots provided just show that the layer visibility is off. Field Maps gives control to end users on layer visibility and this is stored on the device. Layers that are editable, but not visible, can't be edited and won't appear in the create features + button.

So it looks like you've disabled layer visibility but not editing. If you click on each layer in Map Viewer, on the right hand side there'll be options to disable editing. You may also want to do this at the hosted feature layer item level.
