The description, "New Offline map areas" could be more explicit.

The way this is written suggests that users can only download map areas I created in Field Maps Designer. In reality, enabling this toggle blocks users from downloading any offline areas—whether they create them on their own in the Field Maps mobile app or I create them in Field Maps Designer.
