Make Tracker View management an option for roles other than default administrator

Currently only ArcGIS Online users with the default administrator role can create a tracker view and manage the the list of tracked users/track viewers. While security concerns are understandable, for some organizations this can make Track Viewer cumbersome to configure and maintain. 

Making tracker view management an administrative privilege that can optionally be enabled for custom roles would allow other users to maintain tracker views without having full access to all the administrative configurations of the organization (similar to the administrative privilege to create/manage shared update groups).

Agreed, it is a security risk to require a default administrator role to carry out an everyday task of creating a Track View

Example 1: Land Search

We would like to allow tracking for all field members and share that tracking data to a dashboard that can be used to visualise their current location and previous path. This is simple and easy to do, and works well.

However, I can not under any circumstance give administrator access to our agol to a field base manager, just so they can sign into the dashboard (including experience builder) and access the location data.

Geofences can be used to ensure that tracking data is only accessible within the area of interest. This is important as some users may forget to switch off tracking and this leads to issues around privacy and surveillance policies.

By allowing custom roles to access the location data, we can produce dashboards that show this critical information - location, speed, direction, mode of transport, and battery level - without having to give administrator access, and exposing our agol systems.

Example 2: Public Hub Site for charity rally

I recently participated in a charity car rally and Esri Inc and Esri Australia sponsored my team and built a hub site that included a dashboard showing my location as well as photos collected in Field Maps / QuickCapture and Survey123.

In order to share my near-real-time location to the public dashboard, notebooks were used to copy data - using the admin user - to a public feature that could be viewed without signing in at all.

The notebook was scheduled to run every 15 minutes, and considering the trip was 35 days and 16,000km - an entire lap of Australia - a 15 minute refresh rate was acceptable.

However, for Example 1 above, during a land search, 15 minutes is an eternity. For field member safety a 15 minute delay to accessing location data is just too long.

Recommendation: Make Tracker View management an option for roles other than default administrator
