Whats This Pop Up Mean???

So we use Explorer for ArcGIS to view our system maps on an iPhone/Ipad and one of my coworkers recently keeps getting this message when he goes to use the main map.

What's strange is I have about 10 of us that all have access to this map using Explorer and nobody see this message.
