Where can I find data (map layers) to add NY and PA transportation routes?

I am having trouble locating data online to insert into arc desktop 10.1 to make a map of NY and PA roads and railroads. Where can I find shapefiles or any other file to insert to create my own map?

Try searching the internet using words like nydot, arcgis, rest, services, to find map services that can be consumed in ArcGIS Explorer Desktop and ArcMap.  You might find a result like this - http://gis.dot.ny.gov/ArcGIS/rest/services

Try the above link which should have a link to PASDA near the top that should get you some PA Spatial Data
