Multilayer Cache Support Issues

I am trying to consume a multilayer cache and retain the ability to turn layers on and off in Arc GIS Explorer build 1500.  However, when I take in the map service I cannot turn on and off the visibility of layers.  I can do this in ArcMap but not Arc Explorer.  Does anyone know if this functionality is supported?  When I have a service that is dynamic the layers can be turned on and off.
