I can access ArcMap 9.3 (build 1770) and ArcGIS Explorer (build 500).
Now what we need is a drive time from one address to another address. Because this information will be used only as a small part of non-graphic application, so we will not use GIS to build the user interface. What we need is just to build a static table which contains the drive time information.
The question is how do I pull out the Drive Time Attributes Data in GIS?
