add oledb conection

I need to connect to an Oracle db is on a server, change of lap (had windows 7 64-bit) and had no problem, but now I have windows 8-64 bit, and I can not make the connection, the following error

Error in the connection test in initializing provider. Unspecified error.

Already agrege one TNSNAMES, an environment variable. but I can not connect.

Anyone can help me please.

Also install ODAC1120320_x64

Ensure that you have the 32 bit Oracle driver installed.

I am having a similar problem.  I am writing a program using Visual Basic 2010 Express which reads from an Oracle database.  The program was working fine under ArcGIS Explorer 1750, but when I upgraded to ArcGIS Explorer 2500, I got the error �??ORA-06413: Connection not open�?�.  After a week of trying to get it to work, I am ready to give up and go back to the 1750 version.
