Widget Stuck in Fixed Panel

I created a Views Navigation widget and placed it in the Fixed Panel. Once placed in Fixed Panel, I'm not able to move it back out of the Fixed Panel to somewhere on the map. I've got a logo in the Fixed Panel that I can easily move in and out of the Fixed Panel.

"Kept within the parent container" is unchecked on both.

To say this is frustrating would be an understatement.

Apparently, there is some type of delay that occurs when toggling "Kept within the parent container". Changing layouts or leaving the screen and coming back allows me to move the widget outside of Fixed Panel -- it's not immediate.
