Select Data Widget Repetitive Data Actions

I want an export on the Select tool. Why are there two? If I go into the Data action tab of the Select tool and disable the data action they both go away. How do you get just one?

The first export option is driven by the widget and the second from the feature layer

To remove the option from the widget:

1. Select the widget 
2. Select Action
3. Turn off "Enable Data Action"

This will turn off all the other features in that list

That's what you'd think. Like I said originally, when I go into the select tool pane and disable the data action they both go away.

That is so strange when I wrote my reply to this post I could swear that it was working the way I described but now I am seeing what you have mentioned above. Are you using ArcGIS Online or ArcGIS Enterprise?

I'm using AGOL. Right, appears to be the select tool itself. I'm digging into the settings in the Data tab too but so far have found nothing that fixes that.
