Lable toggle glitch

Does anyone know how to stop this effect when turning lables on and off via the Layer widget? It only flashes like this for a second, but is very noticable.

You need to address the issue of overlapping annotations in the map viewer first.

In my web map there is no issue, that I can see. The lables beneath are hidden untill zoomed in to allow more space. Could you give me any more info as to what to adjust?

Yes I do. What info would you like me to share? I create this layer from a CSV export in ArcGIS Pro and upload it/ overwrite it on AGOL. 
The same thing happens when disabling the label option in the webmap and within EB.
