I have two specific questions regarding the templates in Experience Builder (ArcGIS Enterprise 11.1):
Can a template be made read only for all users to build their own experience?
Is there a portal end point (plus button) a call from our own button?

Templates cannot be read only currently. The lock layout switch can be turned on./ off manually.
For the second question, could you please explain more?

Thank you for your response. My apologies on responding late. To expand more on question 2, I have briefly documented (see attached excel spreadsheet), the current workflow of accessing shared ExB templates. Our question is.... can a shortcut or default setting be created or invoked to make the shared templates more accessible to the user?

I think the steps to enter ExB is inevitable. Once you entered the ExB app list, you can directly click "Create new" and pick shared templates there. The templates could be shared with a group or within your org.

I went another route to access the template and revamped my workflow documentation. Is it possible to make the Organization page more visible or maybe add the ExB template to the "Configurable Apps" shortcut like it is in the WAB template workflow? (Please see attachment and see the second tab I added for comparison of the current WAB template workflow.)

I saw your workflow and I think this is the best we can have currently. The ExB templates won't be listed in configurable apps as their bases are different (JSAPI 3.X and 4.X are not compatible).
