ExB 1.13 Dev Ed. App Download Fails

Has anyone experienced issues downloading apps from ExB Developer Edition 1.13? If so, have you been able to resolve the issue?

There are quite a few posts of this nature relating to older versions of ExB Dev Ed. but I can't find an resolutions for my case. I'm running ExB Dev Ed. 1.13 on Windows 10 with with Node.JS 20.9.0. I'm aware that ESRI recommends Node.js 16 with this release of ExB Dev Ed. but they do claim to support version 20. 

I'm connected to and have imported an app from AGOL and it is Published in ExB Dev Ed. Download from both the dropdown option inside builder as well as download from experience board for a selected experience fail. I get 1 of 2 errors (Screenshots attached), either time out or not found responses with no discernable pattern offering clues as to when and which error I'll receive. 

Community thoughts and suggestions are much appreciated.

There is one option that I tried which seemed to work and that is I temporarily disabled my Norton Firewall.

Unfortunately that presents a security risk and is not an option at my corporation. Glad it works for some, I just wish ESRI would fix the issue so users who can, don't need to resort to work arounds like this in the first place.

Ah, bummer, and I agree! I hope you are able to find a real solution soon or better yet ESRI gets their stuff together.
