Disable selection for layers in Experience Builder map

Is there a way to disable selection for specific features in Experience Builder? I have disabled pop ups for several features and enabled them for necessary layers, however it seems both are selectable in the Experience Builder map regardless of that configuration which is causing issues with the selection tool selecting all overlapping polygons for something like parcels and park labels even though park labels do not have pop-ups but are based on a polygon of our park boundaries so this causes a confusing selection when trying to select a parcel that intersects a park. On Enterprise 11.3 and shared layers to our Portal from ArcGIS Pro as referenced registered data.

Using the Select Widget, (not the Select Tool) you should have control over what layers are selectable. In the Build Mode, designers have the option to completely remove the select option layer by layer and at runtime the users should be able to turn layer by layer selection on and off.

Thanks for the reply, I'll try using the selection widget itself instead. I don't quite understand why Esri wouldn't have both selection tools function the same way (different dev teams?).

The Map Tools are intended as quick, I just want the defaults options. The Widget versions have been built out with additional choices, if you want to do something different.
