Add data widget in Experience Builder not populating My Organization layers

The Add Data widget is not showing My Organization layers when viewing Experience Builder app as public viewer. 

BUT they do show when the user is logged in. 

AND this widget works fine in Web AppBuilder.  

I confirmed the layers are shared:

I want the public to be able to add other organization data to this app/map.  Anybody have any ideas why the organization layers don't work?  (If I check "ArcGIS Online", those will work).

Can you not see the ArcGIS Enterprise category at all? I think it is related to this issue.
