One other way to have users from an Organization to be able to use custom widgets without installing the ExpB developer individually, it is to have one instance of Exp Builder Developer running on a VM/Server online. This way users can simply connect and use it like they would use ExpB on AGOL. 

We do this at my job and it works fine.
