Button - option to stay at the top of page when scrolling

Currently there is an option for button menu to be in the header and stays at the top of the page when scrolling. These buttons will be consistent on all pages as they link to the page name. However I do not see an option for buttons outside of the header to have the option to stay at the top of page when scrolling. I would like a second set of buttons that change for each page that link to a Block and jumps to a named block on the current page. I have 8 pages, but each page has separate unique block names that I want to use as bookmarks to jump to that content within the page. I would also like this to have the option to be fixed at the top of the page underneath my header bar so that If I jump to one block, but need to go back I can easily do so. 

 

In the below image you can see my pages in the header (Overview, Updates & Milestones, Flood History.....). These have the option to stay at the top of page when scrolling. The second set of buttons (Story Map Purpose, Know Your Flood Risk, Project Snapshot...) are specific to the Overview Page. Each page has their own set of Blocks they link to (See second image for Page 'Discovery'. All new set of buttons.  I would like the option for this second set of buttons to stay at the top of the page when scrolling even though it is not in the header. Since it is not possible for the second set of buttons, the minute I scroll down the page, these buttons disappear. I still see the Pages buttons, but not the Page Block buttons. Could we add this functionality?
