1.4 version of ArcGIS Experience Builder developer edition is now available. See the blog. The highlights include samples to demonstrate two new framework components - widget output data source and data action, installing dev edition as a Windows service, and how to update the service worker cache for deployed apps so end users don't need to clear their browser cache to see the update you made in the code, config JSON, or any other changes.

This looks like a typo in the documentation (the instructed change does not change anything):

@DaveFullerton right it is a typo. Should be changed to  <base href="./cdn/1/"/>.

It will be fixed next Thursday, May 20. Thanks!

And thank for changing the output zip file name to the ExB project name (instead of a number).
