Update domains applied to subtypes

I know how to update a domain associated at the feature level in AGOL.  However, in many cases domains have to be applied at the subtype level (Utility Network standard is setup in this manner).  Is there a way to do this to an already published feature service.  I know the UI won't support, but what about via rest or python API
