Operating System user on federated portal with admin privileges can't connect?

We have a federated server/portal setup and the user has Admin privileges on both the development and production databases.  Can connect fine to our development sde database with Operating System login type.  However when using operating system login and clicking the dropdown to switch to the production database getting this error below:

Any ideas?
