Missing access to ArcGIS Server rest service on the Public ,but the portal is configured to be public

Hello, after doing my configurations for public access, I still get an error indicating that the layer cannot be added to the map. My portal is public and it is visible, my ArcGIS server is not public though and I cannot reach the rest services URL. Should I configure both machines to be publicly accessible for me to be able to see the services on the server publicly?

Yes I think so. Your GIS Servers Web Adaptor site needs to have DNS configured for external access.
