Locator version is not supported

I used ArcGIS Pro 2.9.4 to create a Locator on ArcGIS for Server 10.6.1. When I published the .sd file from the Locator to ArcGIS for Server as a Geocode Service, it published successfully but when I try to start it a red message pops up says:

Service failed to start

Locator version is not supported

 

I need to publish a multirole geocoder as a geocode service, I have ArcGIS Desktop 10.6.1. What do you suggest I do in this situation? can I still use Pro?

Have you checked the documentation for Publish a geocode service ? 
Would you please describe what you mean by "multirole geocoder"?  If it follows what is explained in the following Tutorial: Create a multirole locator, would you please give that a try?

I have not found a matrix-type document on compatibility between versions of ArcGIS Pro and ArcGIS Enterprise. Still, Esri Australia has published a paper on their Technical Blog,  Compatibility between ArcGIS Desktop, ArcGIS Pro and ArcGIS Enterprise that explains the issue well. Check section b) ArcGIS Pro versions mainly, where it provides a good rule to follow. The section also provides pertinent links on the subject.

I think the above explains what you are seeing, that is that for publishing the Locator, it works if you do it from Pro 2.5, which is much closer to Enterprise 10.6.1, than Pro 2.9.4.

Thanks, Miguel. When I publish the Locator to ArcGIS Server 10.6.1 from Pro 2.9.4 the Locator version is not supported. However, when I publish the Locator to ArcGIS Server 10.6.1 from Pro 2.5 it is supported and works successfully.  So I am ok with the Locator Service for now. It appears that Pro 2.9.4 is not backwards compatible to ArcGIS Server 10.6.1 at least when publishing a Locator Service. Is there documentation that illustrates the backwards compatibility of the different versions of Pro with the different versions of ArcGIS Enterprise. 

We plan to upgrade to 10.9 next year. Fyi.
