Is there a way to turn off the Edit Home Page button on Enterprise Portal Home Screen?

I just upgraded from 10.9.1 to 11.1 this past weekend and the only issue I'm running into is where do you turn off the Edit Home Screen bubble at the bottom of the home screen.  Is there a way to turn it off or is it something that only the Portal admin see's.  It's a little annoying this is stuck on and there is no way to turn it off.

As you guessed, the button is only visible for Admin users.
