import EPK file error "this file type is not supported" when I add this package as an item to my Portal 10.9.1.

Hello,

I am doing some test using export and import groups data. I was able to export a group content and download it  as test_20221005_112827.epk and when I am trying to do the exercise to import the epk file to other portal, fist I use add new item option in order to get item id for import and I got this error. 

I also tried to do this from Server admin api and I got the same error. 

and from this esri's web page says i can add this item

https://enterprise.arcgis.com/en/portal/10.9.1/use/supported-items.htm

I tried to add this item in 3 separates 10.9.1 portals and in all of them I got the same error.

What can It be?
