No. The Field Worker user type is an additional login that you can purchase for ArcGIS Enterprise.
FYI, ArcGIS Enterprise includes Viewer and Creator user types - the number will depend on edition and license level, please see page 10 of the ArcGIS Enterprise Functionality Matrix.
The included Creator user types can be used by mobile workers.
