Failed to execute ReportCacheStatus in ArcGIS Enterprise

After running "Manage Map Server Cache Tiles" on a published (registered), cached map service, the tool "successfully" runs in ArcGIS Pro. However, I notice that the changes aren't reflected on the layer online and I check the logs and I see this error:
"Error executing tool. ReportCacheStatus : ERROR 999999: Something unexpected caused the tool to fail. Contact Esri Technical Support (http://esriurl.com/support) to Report a Bug, and refer to the error help for potential solutions or workarounds. Failed to execute (ReportCacheStatus).
All I am trying to do is update the cache to show the edits online.
