We have Enterprise 10.9.1. I created a site for data sharing and download. No matter what we get an API error when attempting to download, even if we are logged in under the owner account. ArcGIS Server shows a log of "ERROR 160213: A networking error occurred. Failed to execute a service (Export Service). But I can't find anything on a resolution to fix the problem. Any ideas what is causing the error?
