Connection reset error while creating ArcGIS Server 11.0 site

Hi all,

I'm installing ArcGIS server 11.0 on a new VM. The installation goes well, until the Create site step, after I add the directories path, I get a "Connection reset" error. Please see the attachment below.

When checked the logs, I found the below 3 errors as well:

(Failed to create the site. java.rmi.unmarshalException: Error unmarshaling return header; nested exception java.net.SocketException: Connection reset

Disconnecting the site from the configuration store

Access to this resource is not allowed /arcgis/rest/admin/reinitialize)

I tried UNC paths, and local, but both failed. 

I also tried local and domain accounts, but no joy. 

At last, I tried to install ArcGIS Server 10.9.1, and it worked fine. 

Does anyone have an idea what would be causing this error?

Have you tried setting explicit permissions for either the local or domain service account to the ArcGIS Server directories? You need at least read and write permissions to the following directories:

  • <install_directory>\arcgisserver
  • <install_directory>\Program Files\ArcGIS\Server

I just did, but no joy. I checked the Event Viewer and I can see this error appears whenever I try to create the site..

Your issue seems very similar to the issue found here:

I would post in that forum as well. I believe this issue is still being investigated. Can you open up a case w/ Esri Support?

I was just checking the same article and the workaround of replacing the existing .dll with one from the previous Server or ArcGIS Pro seems to have fixed the "Connection reset" error. However, I just ran into another issue..
