Can't connect to Proxy ArcGIS Service

I think it's time that I find someone smarter on this subject

This is a government service, to public data, that I am trying to bring into ArcGIS.  It seems to strip the proxy info out of the link when I try to drag the service into ArcMap.

https://mars.isc.ca/MARSWeb/proxy.ashx?https://maps.isc.ca/ArcGIS/rest/services/

Maybe it's not supposed to be connected to?  The data is used online in this map https://mars.isc.ca/MARSWeb/publicmap/FeatureAvailabilitySearch.aspx 

Any ideas would be greatly appreciated,

I'm using FireFox and it is not stripping the proxy data, and I'm able to see the Services as expected.  Of course, that is until I dropped down a level, in which case I would have to include the proxy info again.  My guess is, that is also as expected and the same happens with my secure services. 

In the proxy, have you tried    matchAll='false'

might make a difference.
