Can I use Geodatabase History Viewer with a Basic license?

I know that a Standard or Advanced license is necessary to be able to "enable archiving" on a dataset, but is a Standard or Advanced licensed required to be able to use the Geodatabase History tools?

It is possible to use the Geodatabase History viewer with Basic license.
