Arcgis server 10.5 publishing tool

when i try to restart a map service through arc catalog i receive the following:

ERROR: service failed to start,

com.esri.arcgis.discovery.servicelib.AGSException: activation failed; nested exception is:    java.rmi.activation.ActivationException: timeout creating child process

after many attempts the service wont restart.

What do the resources on the machine look like, specifically RAM and page file size, (committed memory)?
