ArcGIS Enterprise (ArcGIS Pro 3.0.1): Added users to the database fails to be detected when assigning privileges,

 

I couldn’t figure out why added users to the database fails to be detected when assigning privileges. Refreshing has no effect.

 

I order to get them detected, the Pro needs to be closed and open

 

Is this by design?
