ArcGIS Data Store stuck in configuration

After installing ArcGIS Server and Portal for ArcGIS 10.9.1 on a single machine, the installation of ArcGIS Data Store (also on the same machine) is now stuck in the configuration page where it says "Please wait while the ArcGIS Data Store is configured...". I have been waiting for hours to no avail. The browser developer console also did not reflect any error. I have tried reinstalling ArcGIS Data Store and removed the old C:\arcgisdatastore folder but it did not work.

What can I do?

Update: If you encountered the same issue, first unfederate your server site from your portal first (removing-an-arcgis-server-site-from-your-portal), then try again. It worked for my case.

After hours of waiting, it displayed the message: "Could not connect to server on machine. ArcGIS Data Store or GIS Server on that machine may not be running or the machine is not reachable at this time.", despite the fact that the server was running perfectly and I could access the server manager site just fine.

But somehow the ArcGIS Data Store finally configured successfully after I unfederated the server site from the portal using Portal Administrative Directory.

I’ve seen this a couple of times where the browser gets stuck but the process completes.  Have you gone to server manager, sites, data stores to see if they’ve registered.  If they have then validate them.

Unfortunately no. When validating server sites on Portal, it said that "The federated server site does not have an ArcGIS Data Store registered...". When validating Data Stores on Server Manager, nothing appears in the list.

Did the config get as far as letting you enter the server FQDN or fail before that?

It was after entering the server FQDN, then it stuck here

The question may be dumb but need to be specific.  You used the FQDN of the server, no https:// and no port number?  we used to have to use :6443 but not now.

also how many CPUs and RAM???

Also. Have you tried configuring from the command line instead of the Browser:

I tried both the original URL with port number and the web adapter URL. Both gave the same waiting result. 

Right now I am trying the command line tool for the installation. Will monitor the progress.

It’s definitey NOT the web adaptor address.  It needs to be the hostname of your machine and the domain.  E.g. host.int.acme.com. With no port number.
