add local user to arcgis server using IWA

We have a need to add another built-in account to a standalone ArcGIS Server 10.6. The server is already connected and configured to use Active Directory and IWA for users and roles. Is there a way to add the local user without having to change the security configuration?

Hi Fenton Cheng - DIT‌,

You should be able to add the new user as described here, so long as you log in with an account with administrative permissions. ArcGIS Server supports both built-in and Active Directory user stores simultaneously.

If you want the user to log in with a built-in account and not use IWA, you have two options:

The new user button is grayed out when I log into Manager as the admin using the https://localhost:6443/arcgis/manager/ url .

Apologies, as I misspoke in the above post and confused some functionality with Portal for ArcGIS - 

Per our documentation, standalone ArcGIS Server sites with IWA configured cannot add/remove users from the built-in store. Your new user must be a member of your Active Directory.
