10.2 to 10.3.1: Very slow map service start-up time

I am experiencing very slow map start-up times when migrating from 10.2 to 10.3.1. ~20 seconds with 10.2 to ~3 minutes with 10.3.1.  This is a major problem!  Please help! GIS Server:  Windows 2008 Server with ArcGIS Server 10.3.1 and web adapter. DB Server: SQL Server 2012 Thanks!

Ellen , is your situation exactly the same?  If using 10.4.1, there is a patch that may help ArcGIS for Server Publishing Patch 

if using 10.3.1 and SQL, here is another thread with discussion  Publishing MapService to ArcGIS Server problem (Slow and cannot publish data from SQLDatabase)   

In any case, both you and Jerry (OP) should include a little more detail, if possible.  but since this thread is over a year old, you may just want to start a new discussion with you particulars.  It will get more response with what issue you might be having.

I have found that renaming the Esri folder under the C:\Users\yourname\AppData\Roaming\ESRI helped a lot. Keep in mind you will want to copy over and configs. (AddInFoldersList.xml, ArcCatelog connection files, etc.)

This solution resolved if you upgrade your current 10.3.1 to 10.4/10.4.1 with publishing patch.
