The later and base surface do not overlap in extent - error help

I am trying to change the base hight of a jpg file to but it comes up with the message:'The layer and base surface do not overlap in extent. Verify they are for the same study area'. Both layers are in the same co-ord system. Can anyone help solve the problem? Thanks

They both need to be of the same dimension and pixel size.

Try clipping them both to the same boundary of your study area.

You can use the resample tool to change pixel size.
