Publishing to Portal from ArcMap 10.3

I am having issues publishing from ArcMap 10.3 Do the files I am trying to publish through ArcMap 10.3 on my hard drive have to be in the default database in order to publish it to Portal?

What is the issue/error message you are getting?

In case it's a Permission issue, Take a Look at how to Make your data accessible to ArcGIS Server—Documentation (10.3 and 10.3.1) | ArcGIS for Server
