Publish Scene Package error

I have Portal 10.4.1 with Server on the same machine. I have a Scene Package I have successfully added to AGOL and published as a Feature Layer and viewed in Web Scene.

But when I do the same to my Portal I get the following error. Any thoughts on where to start? Logged in as Administrator, package was added as Administrator.
