I have Portal for ArcGIS 10.3.1 and I am trying to add an item from the web of type KML. Here is the exact URL of the item I am trying to add: http://quickmap.dot.ca.gov/data/cctv.kml
However I keep getting this error: "File not found. Wrong url or out of memory." I was wondering if there is a way to get around this issue or if it will be resolved in the next version of Portal?
When I try this in ArcGIS Explorer, it works without problems. It also works if I first save the KML file to my computer first then reference it locally.

I would like a better idea of your set up. What version? IS Portal and Server installed on the same machine? Where is your web adaptor installed?
We are at Portal/Server 10.3.1 On the same server. Yes the Web-Adaptor is also on the server.
We are trying to consume KML and KMZ from outside and internal sources (not via Server). Neither seem to work.
We get the error: unable to load KML: File not found. Wrong url or out of membory.
Does the url you are using allow you to download the kml if you try to access the file directly from your browser?
Yes it does allow me to download.

What is the format of the kml url? Is it accessible over SSL? What is the format of your portal url? Have you tried accessing the kml without going through the web adaptor?
